A //c is usually set up with 5.25" drives. The first problem you run into is having some place to put a .dsk disk image file which you intend to convert to diskette using DSK2FILE. It will not fit on a standard 5.25" ProDOS diskette.
A way around this barrier is to use a 5.25" diskette formatted to use an extra track. (See PRODOS288blocksInfo.txt and PRODOS288blocks.zip on GS WorldView's archive at http://www.apple2.org.za/gswv/a2zine/System/ .)
Using a standard NULL modem connection, you can transfer a .dsk disk image to your large ProDOS diskette and use DSK2FILE to convert the file to diskette form. An alternative approach is to use ADT to transfer .dsk disk images from PC to your //c and directly to a DOS 3.3 INITed diskette. For info on ADT, see "Finally! ADT for Windows" on GSWV at http://www.apple2.org.za/gswv/a2zine/gswv/index.html . Each version of ADT also includes docs and directions.

The closest thing to something like that is probably the TrackStar E card. It puts a //e into your PC and lets you attach an Apple II drive and composite monitor. (On old PC's you may be able to use the PC's 5.25" drives and monitor.)
