No capacitors are required if the joysticks are made for the Apple.  The
15-pin connectors suggest that this is also an adapter for IBM-style
joysticks.

To connect two Apple-style joysticks, it is only necessary to connect
to the correct pins in the Apple connector (either the 9-pin or the internal
16-pin).  All manufactured joysticks are set up as PDL0/PDL1 (and 
usually PB1), but PDL2, PDL3 and PB2 and PB3 are all available
on the connectors.  Check your Apple II manual or other reference
for pinouts.
