Water will not hurt electronics unless power is applied while wet.  Hard
water stains can cause electricity to flow improperly also, but if you
clean it and dry it, it should be fine.  The trick is to make absolutely
sure you have gotten ALL the moisture off of it.  I have been known to
literally hose down a board with gunk on it, then sit with a toothbrush
and cup of water and a cup of alcohol (Everclear) and paper towels to
clean up a really bad board.  (OJ or Coke in the keyboard warrants this
type of care.)  Then I let it dry overnight and all the next day.  Then
I visually inspect the board for moisture, then I shake it and blow it
off with a reversed vacuum, then inspect it again.

"can I salvage the IIe enhanced parts and upgrade my other motherboard?"

As far as recovering the chips to enhance your older unit, that will
depend on the IIe you found.  You need the 65c02 CPU, the Character
generator Rom and the two ROM (CD/EF) chips.  All of which should be
clearly labeled on t he board next to or underneath the sockets. (Some
of the newer IIes only have one rom chip and have soldered components
instead of socketed.)
