He's talking about the oscillator.  
 
Go to the internet software links on the A2Webring and check out the Hypercard stacks for upgrading your accelerator card.  This tells all and shows all.  Even for the electronically challenged.

Here is a HyperCard IIGS stack that visually illustrates how to
upgrade an ordinary TransWarp GS accelerator running at 6 or 7MHz
to speeds of 10MHz-15MHz without the need to solder.  If you've
been confused by the current docs, FAQs, and instructions that
tell you about how to upgrade but don't _show_ you how, here is
a better way.  Besides clear step by step instructions on the
upgrade process, this stack investigates how the TWGS card does
what it does so well.  This stack is freeware.
