Looking for title of game

i am looking for this one apple ][ game. I cant remember what is is 
called, but i was hoping someone could help. In the game you go around in 
underground caves/sewers and you have to place batteries and light bulb 
to get though. You find things in the caves/sewer and use it on the 
boss at the end of each level. I think what the story of the game is is 
that the city has a blackout and you got to go turn on all the switches 
underground, then you fight the boss when you switch the switch. I 
think it was created by MECC but im not sure, i went to their site and 
they dont have anything like that listed, and no one else ive talked to
