I'd guess that it's likely someones version of the Apple ROM card but strictly
for integer basic. The Integer basic language itself only used 3 ROMs. The
Apple ROMcard also had a switch. In one position you'd startup off the
motherboard ROMs and in the other off the cards ROMs.

I'd guess the previous owner was running some programs in Integer basic.
There were quite a few copy protected integer basic games and defeating copy
protection was the main purpose of the wildcard
