     For sure. If someone is going to remove the case, then being aware of
shock hazards is important. There's some info about this in the newsgroup
FAQs ( http://home.swbell.net/rubywand/Csa2MONITOR.html ).

     The flyback transformer is the source of really High Voltage during
operation. When the monitor is turned OFF and unplugged for cleaning, the
part that retains the very HV charge is, mainly, the display tube-- the CRT.
A few capacitors will also retain various levels of reasonably high voltage.
