Perhaps I'm oversimplifying things here but, assuming 1MB
pages into this secondary memory, wouldn't an 8 bit register
attached to a decoder suffice?
As per the 68020 and 68030: it sounds great wrt speed and
functionality, but what would be the cost in complexity (for
the end user, of course)?
This is, in essence, a machine which I would want the user
to be able to pull apart and modify, if they so desire,
without a degree in electrical engineering. I have seen
people modify the old 8-bitters, and there are people who
will modify (for example) the TI-89/92 calculators (which
are based on the 68000). I have not encountered people who
go to such trouble for i386 or later, or the PowerPC. Just
peeking into the processor manuals for those beasts is very
intimidating. I can hardly imagine what a complete set of
documentation for a modern PC would look like, if such a
thing existed.
