Have you tried to read a Prodos disk on the PPC?
Make a blank disk on the PPC and then insert it into
the PPC. If it can read it, you should be able to copy
files to it that you downloaded from the internet. On
System 7 for the Mac, you would use the Apple
Transfer utility to read/write to foreign file systems.
The other option would be a serial connection to
a Mac using the mini-8 pin serial connectors and use ADT
GS to transfer the files. You can make a copy of
ADT GS by transfering a dmp file across a serial
connection. I did it on mine and it is great tool to
make 5.25" floppy's. It copies the disk image from
the PC/Mac and makes a physical floppy disk. You

The files are in ZIP format and they have instructions
on how it works.
Then, use ADT to transfer a terminal program for the
IIgs and make a boot disk. Check here for terminal
