It is.  The slot assignments for AppleTalk make sense, rather than
arbitrarily using slot 7 and a port associated with a different slot for
AppleTalk.

In a ROM 3, you can of course use slot 7 for your own card, which
wouldn't be possible in a ROM 1 if you want to use AppleTalk.

No you don't - you just lose a different slot (1 or 2 instead of 7).

In fact, you will probably _gain_ a slot for a ROM 3, since you can set
slot 4 to "Your Card" and continue to use the mouse in GS/OS
applications (not possible on a ROM 1 unless you install a IIe mouse
card at the same time - it can go in any slot set to "Your Card").

The only reason you might need to leave slot 4 set to Mouse Port on the
ROM 3 is if you need to use the mouse in 8-bit software.
