This sounds like the serial handshaking lines on the Windows boxes are
not getting the proper signals. The IIc does not have all the
handshaking signals that a standard com port would have, so there may be
more lines to be crossed to force the IBM side into communicating.
If you have one, try a null modem adapter on the cable, see what
happens. (In theory) You can't do any damage by trying.
At one point I had created a IIc adapter that converted the serial port
into a standard 9 pin so I could attach things. I wish I could remember
what all I had to cross wire.
I've got a serial printer cable I'll play with sometime this week and
look at it with a breakout box to see what is there.
