The IIgs is usually considered a 16-bit machine (at least in terms of uP
registers and instructions).
The Mac Quadra comparison really has no meaning. It is like saying that
a 75MHz Pentium PC was selling for $20. Who cares? There would be a lot more
interest in a 1MHz Commodore 128.
A ROM 3 Apple IIgs is the latest GS model. It offers more built-in RAM
than the ROM-01 plus a few other nice features. (For more information, see

$30 (AU, Canada, USA, ...) is a relatively low price for a ROM 3 IIgs.
If the price includes keyboard, mouse, disk drives, and monitor, it pretty
well qualifies as a "steal".
