In what way do they appear to work? Slot 0 doesn't have any firmware
address space (and also won't support the $C800-$CFFF IOSEL area).
Since cards like the Apple II Memory Expansion card require their
firmware to do anything useful, I wouldn't expect anything to be able to
use the card if it is in slot 0.
There might be some programs which break the rules and access the
hardware directly for these cards, but they wouldn't be able to find the
card in the first place, because its firmware is required to identify
the card (unless the program in question has an option for hard coding
the slot).
