I don't know how the IIe card provides the time to the Apple II.
Assuming it emulates a ThunderClock (which would appear to be occupying
one of the slots), any problem with the year is most likely to be the
fault of the clock driver in ProDOS, which can be patched to run over
any five or six year period. (Make sure you have the latest version of
the clock patch program, as the older version didn't quite work right.)
If the IIe card is emulating some other type of clock, then there could
be a Y2K bug in the clock emulation or in the ProDOS driver which
accesses it.
