Yes, you're right.
The graphical version is Catalyst 3.0
Non-graphical versions include (at least) Catalyst 2.0 and 2.1, and Quark
says that versions 2.1 "or greater" are compatible with the Quark QC**
drives.
Part of the problem is that Quark seemed obsessed with copy-protection and
copyright issues. There is virtually no direct mention of copying
*programs* onto the hard drive. The documentation dwells on using it for
data storage. Remember, Sony had been sued for contributory infringement
for manufacturing VCRs that were (big surprise) used to copy TV shows.
Although Sony prevailed on appeal (Sony Corp. of Am. v. Universal City
Studios, Inc., 464 US 417 (1984)) Quark apparently didn't know that at the
time it released the QC10.
