Do you have two "bricks" or just one to use with the IIc s? If you only
have one, my first impression is that the external power supply is bad.
If you do have two bricks, perhaps both are bad. If you have a
multitester you can find out for sure.

Another possibility--I made this mistake once--is if you cracked the
cases of the IIc s to clean them--or someone else had--and you/they
didn't replace the insulating paper? divider that goes between the
motherboard and metal shielding. This would certainly cause the IIc s to
not power on. One look through the bottom vents will tell you; if you
see paper before metal then this is the problem.

I've also heard that the switches were prone to failure--though I've
been using my IIc daily since 1986 without a problem. It seems unlikely
that this would be the problem with both, though.
