"If you are using a RamFast, it maybe trying to boot another partition.
Go into the utilitilies and change the Partition that is to be booted."

For my convenience, I've been booting to BASIC.SYSTEM using a floppy, then doing a BYE and running /RAVEN/PRODOS.  Everything from then on works just fine. This thing used to boot.
