Pedant. :-)
No restrictions given that it is a normal file, so by definition it
can't normally occupy the "reserved" blocks (0, 1, 2, remainder of root
directory, voluem bit map).
Apart from blocks 0 and 2, you could do some pretty weird tricks if you
wanted to go to the effort. You'd have to reserve block 1 as well in
order to support booting on an Apple ///.
