Apple SCSI II card doesn't work



I am fiddling with an Apple II SCSI Rev C card I acquired in a bundle of
stuff from ebay.

When the card is plug in, and a SyQuest drive is attached, I see no
"flicker" of light as I would usually on my other IIgs with a good SCSI
card. (This flicker occurs during boot up, as the drive is being "pinged". )

Also, when the card is inserted in the slot I can no longer get a floppy
boot. If I pull the card I can boot up a game, for example.

I tried different slots and two different motherboards, I pulled out the
memory cards, etc.

When the slot boot assignment is set to slot where this card resides, then
the initial screen (Apple blah blah ROM 01) just stays there (no check
"check boot device").

You help is appreciated. What does that jumper bank do? Currently one jumper
is closed, the position closest to the interior of the card.
