That jumper is for setting the cards SCSI id. The standard setting is id 7,
where you
have it.

One possible problem is if the card is an earlier Revision A or B. They're
identical to the
Rev C except for the EPROM which  may have an identifying sticker

341-0112A is Rev A
341-0112B is Rev B
341-0437A is Rev C

My memory may be off but I seem to recall the Rev A didn't work at all with a
IIgs
and Rev B would work but you couldn't use GSOS programs.

If your other card is a Rev C, then you might try swapping the EPROMs, if
nothing
else it'd eliminate the possibility of a bad EPROM which does happen
occasionally as
EPROMs do lose their memory over time
