If you're using ProDOS (and you should be), yes.  BASIC.SYSTEM doesn't
include a formatter.  Several utilities out there will let you format disks,
including the ProDOS boot disk that shipped with IIs starting sometime in
the mid-80s (the IIe my parents bought in 1985 came with boot disks for both
ProDOS and DOS 3.3, as well as an "Apple Presents the Apple IIe" disk that I
think uses Pascal).
