Yes, but there are several obstacles that I can think of:
1.  The Mac formatting software doesn't work on non-Apple brand hard disks.
     It can be modified to work, though. Details are on the net.  Then,
using the software to make ProDos partitions is not very intuitive, but you
can probably muddle through like I did.

2. If you copy files to the ProDos partition using a Mac, it will fork them,
making them unusable.  Using Shrink II to extract .shk archives to the
ProDos partition is the only way I know around that.

If you have a IIgs, you can use your Mac (assuming it can make 800K disks)
to transfer the disk images for GS OS to floppy. The IIgs can then be used
to make floppies for your IIe, or to the hard disk for the IIe.   That's
probably the best way.
