Actually, it DOES use DOS 3.3. All the file I/O stuff and even disk formatting is done through the normal PRINT CHR$(4) technique (believe it or not) - it just doesn't load DOS 3.3 the normal way, and the DOS image is heavily customized, but it's there. xD
I've had an image of Print Shop for years which I probably got from Asimov - it's the 1984 version. If you modify the VTOC to point to the correct starting sector for the catalog (I think it was $11:9? It's mentioned on HackZapple) it's possible to launch Print Shop from certain modified versions (for some reason not all versions - I don't know what modifications there are in STOS 1.7 which allow this to work) of DOS 3.3 by typing BRUN HELLO, although certain things remain buggy - so I suspect it's just a relocated DOS or something.
There is another possible side-effect, if the software can be converted to use files: the DOS calls can be translated to ProDOS calls, theoretically (as it *seems* to work in a 48K configuration, at least) allowing for a hard disk installable version of the classic Print Shop >:P
