I don't know why you would think that.
506(a) of the Copyright Act (Criminal Infringement) relates to "any person
who infringes a copyright," with punishment specified in 18 USC 2319 (5
years imprisonment or a fine or both). These provisions cover any
copyrighted work, irrespective of medium.
Do you have other information as to why books are not subject to the
criminal provisions of the Copyright Act?
