Because the IIe has expansion slots that such hardware can be plugged into
and the IIc's don't.

It's not completely impossible, but Apple nor anyone else ever designed
such equipment. The IIGS ships with Appletalk support built in, and the
Workstation card adds the functionality (rather elegantly) to the IIe.
