The IIe card is really a network coprocessor, it has its own processor,
memory and serial interface. A standard IIc would not be fast enough to keep
up with a LocalTalk network, also the serial chip used in the IIc and IIc+
is different from that used in the IIgs and Mac and can't handle LocalTalk.
The IIc+, with its 4MHz processor, could have done it if Apple had put the
effort into redesigning it. It's a pity, for not much more money the IIc+
could have been released as a compact IIgs with networking built-in.
