It's implicit in saying that the Finder can do ProDOS disks better.

I said in general it's better, but that's no help with the chicken and egg
problem like we're talking here. If I had to start from scratch I might
try to get the 8 bit system utilities so I could format disks, then try
getting the IIgs system software.
