This might actually work with an emulator like Kegs which would run
on the server but send the display to another machine. Since there
are X servers for all variety of systems, this should be reasonably
easy to implement. Thus no software leaves the library and users
can actually do something useful. You would still have to restrict
the ability to copy disk images from drive to drive and possibly
file copying from the library drive through the emulator.
