It's an extremely unpleasant creature in Douglas Adam's novel "The
Hitchhiker's Guide to the Galaxy".  It's a very fun book, which you
obviously haven't read - you should read it!
 
Thus, to call someone a "vogon" is *not* a compliment.... :-)
