3.5 drive on IIe question

I have an Apple 3.5 floppy disk drive interface card (1985,) and I'm trying
to use it with an Apple 3.5 external disk drive (1988) but the my A2e won't
recognize it. The drive works fine on a Laser 128 but it doesn't even light
up on my Apple IIe (it does click once on power up.)

Is there any trick to making this card/drive work on my IIe, or is the card
most likely dead? I've tried it in slot 5, 6, and 7 (ProDos 8v1.4)  with
same results.

I was told that the drive was designed for the IIgs but that it would work
on a IIe.

Does anyone have any suggestions?
