If whoever has the rights to it has allowed him to distribute them isn't
asking for royalty money then there is none

I guess this is a general questin not an Apple II specific one.
I believe in the computer world having a manual doesn't confer any rights to
the software. I don't think anyone considers buying a hard drive with programs
installed does. Generally you need the origional disks usually with the serial
number to have any rights to either own or sell.
