Apple has always had a "Software Licensing Department" which sets the
fees and conditions under which Apple's OS could be distributed. I seem
to remember that the Licensing Dept is a division of Apple's Legal Dept.
In order to license Apple's OS for distribution, a very strict licensing
agreement has to be signed. In addition, companies which include Apple's
OS with their commercial software, pay a licensing fee.
