GIF to HGR

I am looking for a graphics conversion program for apple II format
graphics.
I want to  convert GIF files into HGR files.  Apple II hires, 280*190.
Is there a program that will let me load in GIF files and save as HGR?
I would like a GS, IIe, or PC program to do this.

A HGR to GIF and GIF to HGR convertor for a PC would be great.
