Check your keyboard.  The only other possibility I can think
of is that the "8" key is stuck.  Normally, if you boot a GS/OS
System disk and hit the "8" key while it starts up, the System
disk will boot ProDOS 8 instead of GS/OS.  If your "8" key is
stuck, then it is very possible you will get the symptoms you
describe because the IIGS won't let you proceed with booting
GS/OS.

Try turning the computer off, unplugging the keyboard, and
plugging the mouse directly into the IIGS before turning the
IIGS on again with the System disk in the drive. This should
determine if a faulty keyboard is the culprit.  With the mouse
only, you should be able to do a system shutdown after
GS/OS boots into the Finder if it does.
