That's because the Tarnover site only has an 'Intro WWW Page' that's http and
allows only access to the site contents by ftp.  There is a link from the
'Intro WWW Page'  that clearly states this also.  To reach the Tarnover site
contents you need to use ftp.

Try this: ftp://tarnover.dyndns.org/

That works fine for me and everybody else I know accessing the site.
