A vogon, as I understand it, is a reference to the series of books
written by Douglas Addams: The HitchHiker's Guide to the Galaxy.

A vogon as it describes.  Is an officious, beaurocratic, un-evolved
scumb of the universe being who would not even lift a finger to save
his/her grandmother from the Ravinous Bug-Blatter Beast of Tral.
Weather and/or to whom this applies is NOT a matter for Quantum Cat to
decide.
