There is a program in ground.ecn
Collections/AOL/development/applications/HEX2BIN2DEC but I don't think it
is the same program.  Also, I have not yet figured out what type of
archive HEX2BIN2DEC is.  ACU (from ALPE vintage) does not unpack it, nor
does ShrinkitGS.  (I haven't tried Shrinkit3.4 nor the Balloon NDA yet).
It is too large to be a Applesoft program.  It could be a corrupted
archive.  I haven't spent much time with the file, but I haven't figured
out what it is yet.  You might wish to spend some time trying.

HEXANARY definately it _not_ in the ground's AOL archive under that name.
It could be there under a different name, but not using 'hex' in the name.
