It is a .ZIP file that contains what appears to be a PC program called
TNGMENU.EXE.  This program is a Star Trek: The Next Generation
information program similar to the stacks that are available for the
Apple IIgs.  The one episode that I asked for info on appeared to be
in German but everything else seems to be in English.

At any rate, it is not an Apple II program and has nothing to do with
numeric base conversions so can probably be deleted.
