Apple //e Diagnostic ROM board

I came across a board from Apple that has "Apple Diagnostic ROM" stamped on the
board. It has a switch on the board with a red handle. also has 3 large chip
slots and two of the slots have Apple 077-0018 and 077-0019 chips in.The slot
in the middle has no chip in. It also has a lot of other smaller chips on the
board.
Any idea of what this is exactly and what it was for? The date on the card
under the Apple logo and name is 1982. Thanks for any information.
