Yes, that's the EPROM chip with the firmware on it. It won't work without one.
Unless you can find the original, or if you know someone with one and have
access to an EPROM burner you're out of luck.

The only other thing you can do is replace the card with an IDE controller, like
the one from ///SHH Systeme.
