It means one of the RAM chips in the first memory bank(top row)
is either missing or non functional. There could be other problems
but that's the most likely reason. If Bank A is non functional then the
built-in test won't see that or any subsequent banks. If you have the AE
expander disk, it has a better diagnostics program than the built-in one
and can pinpoint bad RAM chips. If not I'd suggest swapping bank D
with bank A. If that brings you up to 768k assuming you're using 256k
chips or x amount of k if you've some 64k banks in there, then it's time
to hunt up some replacement RAM chips
