The file has lost the correct file type. It should be a text file, file type
4 or TXT. The EXEC command is for executing text files which is why ProDOS
is complaining.

The easiest way to change it would be with a utility program. If you don't
have one try this...

press escape then 8 to put the display into 80 column mode

type CATALOG

note the endfile (length) for the file binscii.exe

load the file into memory with
  BLOAD BINSCII.EXE,T0,A$2000

create a new file with the correct type
  CREATE BINSCII.TEXT,T4

save the memory contents to the new file
  BSAVE BINSCII.TEXT,T4,A$2000,Lnnnn 
    where nnnn is the length you got from the catalog

then EXEC BINSCII.TEXT (hopefully)
