There's several things that could be be happening. However more info is needed
to rule out some possibilities.
One possibility: check your computer for a card with a red switch called a
ROM card. If there is flip the switch and try starting the II+ with a floppy in
the drive
If there's no ROM card then maybe you could try one thing:
With no disk in the drive turn on the Apple II+. then do a Control-Reset.
If you have a ] or > prompt at that time let me know.
If you have a * prompt then try a Control-B then press return. That should give
you either a ] or > prompt. It's important which one you have.
