While I can't help you with the display problem, booting an Apple II from
bad floppy diskettes generally produces unusual results -- being dumped into
the monitor simply seems to be the most common one.  Why don't you try
powering the II+ up without a disk in the drive, press RESET (or CTRL-RESET),
and see if everything works normally from there. 

Also, and this is more of a question than answer, I was under the impression
that the II+ only ran Applesoft BASIC -- unless it was upgraded to 64KB RAM
or had a language card, or something.  Exactly how does this work (because I
do have a II+ which I would like to run Integer BASIC from)?
