The total is indeed hardware dependent. The colors depend on the video
monitor's output. Many of the older game programs took advantage of the
'color effects' which occurred on the television. At that point in the
Apple era, the television was the common monitor for most game players.

On the other hand, the count is also resolution dependent. To achieve a
higher color count you take advantage of the idiosyncrasies of the
hi-res mode, color bleed and such, and the fact that 2 colors side by
side sometimes display as another color. So to achieve more colors you
used a higher drawing point. Instead of a single pixel as used in the
standard hi-res routines, you would use a 2 bit pixel, or in some cases
even a 4 bit pixel.

Once, I had a PD disk with several programs which showed a variety of
techniques for generating colors on the hi-res screen. Unfortunately,
I cannot find the disk.
