That part is not a ROM chip.  I suppose it is possible that the chip
could be bad but that has nothing to do with a ROM chip.  The
one you pulled is an Octal 3-STATE Buffer/Line Driver/Line Receiver.
It is a standard 74 series part but you have the High-speed CMOS
TTL Low-power Shottkey version. of the part below:

Most of the ROM's will start with a 27 number is an EPROM.  They
didn't have flash memory in those old machines and if it has a mask
programmed ROM then you need to get the ROM image and have it
programmed into a new ROM if yours is really bad.

I don't have a Laser so I can't help you there......
