If it is in one dimension only, my first thought would be that one of 
the rollers is dirty. Have you cleaned it lately?
Then again, if it only happens when you move very fast, it could be that 
the programs you use don't poll the mouse often enough, so that a data 
overflow occurs. The mouse data register can only hold a value of 127 
maximum; that's 127 pixels.
If that is the case, you might try to
a) move the mouse more slowly
b) get an accelerator for your computer, or
c) turn down the "mouse tracking" setting one notch.
