Straight off the adapter.

Input: 120 vac, 60hz, 25w 0.2a
Output: 15vdc, 1.2amps, 18w

AFAIK, this is a constant supply, not a switched supply.

As for booting, yes you need a Dos or Prodos boot disk.
It works just like an enhanced IIe. Normally, the slots
are:

S7 = On original, boot external drive. On all others
     but the extended ram, Appletalk, which was never
     used. I am unsure about the 3.5 model.
S6 = 5.25 drives
S5 = Smart Port for all but the original.
S4 = Mouse, except for the extended ram model where
     mouse is slot 7 and Ram is slot 4
S3 = 80 column video
S2 = Modem port
S1 = Printer port
S0 = Apple standard
