"Blank" Apple IIc landed on my desk: Power Supply spec. / Do I need a boot disk?

Hi!

I received an Apple IIc without any leads/power-supply adapter  or  system
software.

My question is:  What specs should the power adapter have.  I recall the
voltage is 15V, but what would
the current  (A) be?

Also,  do I have to use a start-up floppy as with the regular II, or is the
OS built inside the onboard ROM.

Any feedback appreciated.
