Maybe I better rephrase this one:
What I am attempting to do: I have a 3.5 floppy and drive plugged 
into the back of the Laser.  I have a Focus in the external slot.  
I am attempting to copy the floppy directly to a Focus partition.
This is not working.  If I do the above, the 5/14 internal works, the
Focus works, and the 3.5 drive gives me ERROR BLOCK $0000 every time.
If I have the switches both OFF I get the 5.25 and 3.5 drives OK, but no 
external. both on Focus and 5.25
